HMO and selective licensing varies by borough, and it changes
Mandatory HMO licensing applies across England to houses in multiple occupation with five or more occupiers forming more than one household. On top of that, individual councils run additional and selective licensing designations, which differ by borough and are renewed, redrawn or allowed to lapse on their own timetables.
